The DORA validation rules are based on a taxonomy specific to the new DORA regulation
The ROI file to be transmitted before April 15, 2025, via the ONEGATE portal must be in the format "plain-csv XBRL".
The new taxonomy and format should enable authorities to obtain quality, consistent and technically valid discounts.
Plain-CSV or XBRL-CSV format is not a simple text file in which data are separated by commas, but a group of files linked to an XBRL taxonomy giving the meaning of the data and the relationships that can be verified between them. XBRL-CSV allows you to exchange files that weigh less than 10% of the volume of a usual XBRL file. The schema gives a representation of an XBRL-CSV instance and its comparison with an XBRL-XML instance, as well as the files added in the taxonomy.
Requirements for the information register
The information register imposed by DORA is based on templates detailed in Annexes I to IV of Implementing Regulation (EU) 2024/2956 (link EUR-Lex). Within these models it is planned to document precisely the ICT services outsourced to subcontractors.


Content and structure of the register
The register must include complete information on :
· Entities and their branches (B_01.01 to B_01.03),
· Contractual provisions and agreements (B_02.01 to B_02.03),
· Intra-group and third party relationships (B_03.01 to B_03.03),
· Users of ICT services (B_04.01)
· Providers and their supply chains (B_05.01 and B_05.02),
· Identification of critical functions (B_06.01),
· The evaluation of ICT services (B_07.01),
· The terminology used (B_99.01).
Data format and harmonization
Registers must be submitted as structured tables, with a predefined number of columns and an unlimited number of rows. Each data must be expressed as a single value per cell. In the case of multiple data, additional rows are added.
Financial groups must ensure that data is consistent between entity, sub-consolidated and consolidated levels
Eacg provider (including its critical subcontractors) must be identified via a LEI (Legal Entity Identifier) or EUID (European Unique Identifier).
